Yes. Albanian law explicitly permits 100% foreign ownership of Albanian companies. There is no requirement for a local Albanian partner, director or shareholder. One foreign individual or company can be the sole founder and sole shareholder of an Albanian SHPK.
Not entirely, but close for smaller companies. Under Albanian Law No. 29/2023, companies with annual gross revenue below 14,000,000 ALL (approximately €140,000) pay 0% corporate income tax until 31 December 2029. Above that threshold, the flat CIT rate is 15% — still one of the lowest in Europe compared to Italy at 24% or Germany at ~30%.

The corporate income tax (CIT) rate in Albania for 2026 is: 0% for companies with annual gross revenue under 14,000,000 ALL (≈€140,000); 15% flat rate for companies above that threshold. The 0% rate is guaranteed by Law No. 29/2023 through 31 December 2029.
